The latest update on solar system NEPRA license has brought relief for many users in Pakistan, as officials have clarified that off-grid solar consumers do not need any NEPRA license. This clarification removes confusion created by earlier reports about licensing requirements.
According to the National Electric Power Regulatory Authority, users who are not connected to the national grid fall outside the scope of NEPRA regulations. This means off-grid solar systems can be installed and used without any licensing requirement.
However, the situation is different for grid-connected solar users. NEPRA has explained that its regulations apply only to systems under net metering and net billing, which are directly linked to the national grid. In such cases, licensing rules will still apply.
Under the updated framework, even smaller systems are now included. Previously, only solar systems above 25 kW required a NEPRA license, but now systems of 25 kW and below will also need licensing if they are connected to the grid.
The new policy also introduces a fee structure, where users will have to pay Rs1,000 per kW for obtaining a license. Earlier, smaller systems (up to 25 kW) only required approval from DISCOs and did not involve any licensing fee.
This update makes a clear distinction:
